OEM Unlocked Cell Phones can be configured for Internet/MMS settings with any service provider/carrier. OEM unlocked cell phones have warranties from the country in which they were manufactured. Major OEM unlocked cell phone manufacturer's are Motorola, Nokia, Sony Ericsson, Samsung, LG and Siemens. Most If not all unlocked cell phones are manufacutred in Europe or Asia.

2: Carrier/Operator Unlocked Cell Phones

Carrier unlocked cell phones were originally locked to a specific service provider (i.e AT&T Wireless, T Mobile or Cellular One) Then were unlocked. These unlocked cell phones usually have a carrier/operator customization in the menus and carrier logos; They can't be configured for Internet/MMS settings with any other carriers/provider. Carrier/Operator unlocked cell phones carries local warranty of the country in which the carrier with whom they was originally locked operates.
